Thus owing to the interjection of no less than

four departments of the Chinese Government - the Ministries

of Finance, Communications, Foreign Affairs and the Gabelle

into negotiations originally in the hands of one department

- the Revenue Coune 11 - an interdepartmental tangle has

been produced which, however inexcusable from our point of

view, will require delicate unravelling and I am in consulta-

tion with Sir Francis Aglen as to the best course to be

followed.

I am not troubling you at this stage with a list

of the alterations contained in the Chinese Government's

text as they are almost without exception of a nature

prejudicial to our interests and I propose to take my stand

on the statement of the Wai Chiao Pu in their letter of 12th.

December last that the Chinese Government would accept the

Agreement with the sole addition of Article V(g). I take

owing no doubt

this opportunity however, to point out that

Government.
